Rules are not always synchronized when upgrading the Cloud Server from v7 to v8
This problem occurs when a high number of rules is set for the Cloud Server and there is also a large number of nodes.
After upgrading from v7 to v8, the last rule is lost during synchronization process when it's the longest rule (hostname with long name around 20 chars, group name with long name as well).
