Public disk sharing is mapped to the wrong location when user isn't an administrator
When sharing a drive public, for all users - it is being mapped to the wrong directory. Currently, the shared location appears under:
C:\ProgramData
However, it should appear under:
C:\Users\Public
Steps to reproduce:
1. Log to the Windows desktop as non admin user.
2. Connect to other host.
3. Import remote disk with option "Public, visible to all users"
